At What Cost? HIV and Human Rights Consequences of the Global War on Drugs
Open Society Institute, Public Health Programme. New book on the HIV and Human Rights Consequences of the Global War on Drugs. A decade after governments worldwide pledged to achieve a "drug-free world," there is little evidence that the supply of or demand for illicit drugs has decreased. Instead, aggressive drug control policies have led to widespread human rights violations and fueled epidemics of HIV and AIDS among people who use drugs.
